Hywel Dda University Health Board - Refreshed Long Term Strategy Report

Hywel Dda University Health Board is inviting people across mid and west Wales to explore its refreshed long-term strategy, ‘A Healthier Mid and West Wales - Healthier lives, well lived’.

The refreshed strategy was approved by the Health Board in January 2026 and was shaped by engagement with nearly 3,000 people. This included patients, carers, staff, community groups and partner organisations across Carmarthenshire, Ceredigion and Pembrokeshire. It provides an update to the Health Board’s 2018 strategy, reflecting changes in people’s needs, developments in technology and wider changes within the health and care system.

The strategy sets out a clear mission to support healthier lives, well lived, by placing greater emphasis on prevention, earlier support and care that is easier to access.  It focuses on supporting people to stay well and live independently within their communities. When care is needed, support is offered earlier and provides the right care at the right time.

It is built around four strategic objectives that guide how services will develop up to 2040:

  • Thriving Teams recognises that when staff feel supported and valued, they are better able to care for others.
  • Healthier Communities focuses on prevention and strengthening primary and community care.
  • Great Care is about enabling people to access safe, high-quality care, delivered in a timely way, when needed.
  • Positive Futures looks ahead to supporting future generations to start life well, live and age well, and receive dignified care at the end of life.

Professor Phil Kloer, Chief Executive of Hywel Dda University Health Board, said: “Our refreshed strategy provides a shared framework for how we work with communities, our colleagues and partners to improve health outcomes and well-being across mid and west Wales. It strengthens our focus on prevention, earlier help and community support, while making sure that when people need care, it is safe, timely and of high quality.”

“This strategy reflects what people told us matters most - staying healthy for longer, getting help earlier, and having support that helps people continue living full and independent lives. It is about working together to build a health and care system that is safe, sustainable, accessible and kind for current and future generations.”
